What Is It?
The official statistics, open datasets, and data products published on the Lithuanian Data Portal are produced from statistical and/or administrative source data collected in accordance with the Law on Official Statistics and State Data Governance.
Statistical data are provided by respondents, who may be natural persons or legal entities. These data are collected through statistical surveys included in the Official Statistics Programme, with respondents completing approved statistical reports or questionnaires. Statistical data may be used only for the production of official statistics and are published only when the respondent’s confidentiality is fully protected. The only exception is research (science), for which confidential statistical data may be provided under specific conditions.
The obligation of legal entities to provide statistical data is established by the Law on Official Statistics and State Data Governance. Natural persons provide statistical data on a voluntary basis.
Government data (that is, data from administrative sources) are provided by public sector institutions. The Law on Official Statistics and State Data Governance establishes the purposes and conditions under which public sector institutions are required to provide the data they collect.
The data supplied by public sector institutions form what is known as the state data lake, whose main purpose is to enable the reuse of integrated data for analytical purposes. The ability to link and analyze data from various perspectives is ensured by the requirement to provide primary data, meaning data that include identifiers (of natural persons or legal entities).
However, within the data lake itself, only encrypted and pseudonymized data are processed, and solely for analytical purposes. Any monitoring or surveillance of natural persons or legal entities is neither possible nor permitted.

How to Use It?
Respondents submit statistical reports or questionnaires through the electronic statistical business data preparation and transmission system, e-Statistics. The system enables users to access the list of reports assigned to their enterprise, complete the required forms, and monitor their submission status.
Natural persons (residents) selected to participate in statistical surveys are usually interviewed by telephone, through face-to-face interviews, or invited to complete questionnaires online via a dedicated survey website. If you have been selected, representatives of the State Data Agency will contact you and provide all the necessary information about the survey process and the available methods for submitting data.
