Data of the Unified Product, Packaging and Waste Accounting Information System and the State Register of Waste Managers (atliekutvarkytojuvalstybesregistras_licencija)

The data set shall contain data from the State Register of Waste Managers (AVR). The Register was established by Resolution No 896 of the Government of the Republic of Lithuania No 896 of 2012-07-18 on the establishment of the State Register of Waste Managers, the approval of the provisions of the State Register of Waste Managers and the establishment of the start of activities of the Register. The register started on 1 May 2014. Before the establishment OF THE AVR, data for 2004 were processed in the Information System of Waste Managers (AECS) and transferred to the register for management from 2014. Since 2024, THE AVR has been transposed into the Unified Product, Packaging and Waste Accountancy Information System (GPS), which aims to manage by information technology tools the processes of accounting for products, packaging and waste, accepting reports and other datasets and monitoring and controlling the accounting data of products, packaging and waste provided. ENTERPRISES collecting and transporting waste, waste treatment plants, waste dealers and brokers, undertakings storing hazardous waste at the site of generation (> 6 months) and undertakings storing non-hazardous waste at the site of generation (> 12 months) shall be registered. The set has 6 tables open: 1. “Quantities of waste authorised to be treated in an integrated pollution prevention and control/pollution permit for the waste management site” The table contains information on authorised storage, preparation or disposal of waste at waste management sites, data on permits and waste managers to which waste management sites belong, waste technological flows, and coordinates of waste management sites. The data has been collected since 2004. 2. “Registered treated waste approved by waste managers” The table shall contain information on waste approved for waste management sites which can be collected, treated and carried out in other activities, as well as the time limit for the approval of waste, the data of the waste managers to which the waste treatment sites belong and the coordinates of the waste management site. The data shall be collected from 2005. 3. “The right to issue documents proving the management of waste” The table shall contain information on the rights granted to waste managers to issue documents, approvals, attestations to waste managers involved in waste management, producer, importer organisations, producers and importers proving the management of product and/or packaging waste. Data has been collected since 2013. 4. “Municipal waste management contracts” The table shall contain information on municipal contracts concluded with waste managers. shall indicate the information of both parties to the contract, the date of signature of the contract, the subject matter of the contract and the name of the waste. Data in GASPS on these contracts shall be recorded from the date of merger of the State Register of Waste Managers and THE functions of GAPES, i.e. 2024-05-10. The start of contracts shall be indicated at the time of registration of the contract of the waste manager. The type of municipal contract shall be attributed to contracts concluded between waste managers and the municipality or the municipal authorised administrator of the municipal waste management system concerning the rights to carry out municipal waste collection (including mixed municipal waste treatment) activities in the territory of the municipality (s). 5. “Classification of waste ' The table presents a systematic list of waste as well as waste codes, information on parental waste, waste hazards, technological and statistical flows. 6. “Licences issued to producer and importer organisations (Unified Product, Packaging and Waste Accounting Information System and State Register of Waste Managers data) This table presents the licensing data for the organisation of product or packaging waste management from the United Product, Packaging and Waste Accounting Information System (GPS) under the supervision of the Environmental Protection Agency. Activities of organising the management of product or packaging waste shall be licensed in accordance with the provisions of the Law on Waste Management, Licensing Rules for the Organisation of the Management of Product and/or Packaging Waste approved by Resolution No 18 of 11 January 2006 of the Government of the Republic of Lithuania on the Approval of Licensing Rules for the Organisation of the Management of Product and/or Packaging Waste. The table shall contain information on licences issued to producer and importer organisations confirming the organisation's right to organise the management of product or packaging waste and collectively carry out other duties specified in the Law on Waste Management and the Law on the Management of Packaging and Packaging Waste (except for the obligation of producers, importers to register, keep accounts and submit accounting reports in accordance with the procedure established by the Government or an institution authorised by it) on behalf of producers, importers and importers. The table provides data on the type of licence, the holder, the issuing authority and the date of issue. Data has been collected since 2006. The data provider shall be the Environmental Protection Agency.
