The organization is a municipal budgetary institution composed of structural units, positions not included in structural units, and administration branches – elderships (administration's structural territorial units). It carries out the tasks formulated and decisions adopted by the municipality's political body, the municipal council, and implements development and public administration programs for the municipality's territory that it has prepared.
