An organization is a municipal budgetary institution composed of structural divisions, positions not included in structural divisions, and organizational branches — seniūnijos (the organization's structural territorial subdivisions). The organization carries out tasks formulated and decisions adopted by the municipality's political body, the municipal council, and implements programs it has prepared for the development of the municipality's territory and for public administration.
