The organization is a municipal budgetary institution composed of structural units, positions not included in structural units, and branches – elderships (structural territorial units). The organization carries out the tasks formulated and decisions adopted by the municipality's political structure – the municipal council – and implements development and public administration programs for the municipality's territory that it has prepared.
