The organization is a municipal budgetary institution composed of structural divisions, positions not included in structural divisions, and its branches — seniūnijos (the organization's structural territorial subdivisions). The organization carries out the tasks formulated and decisions adopted by the municipality's political body, the municipal council, and implements municipal territorial development and public administration programs prepared by it.
