The organization is a municipal budgetary institution composed of structural units, positions not included in the structural units, and administration branches – elderships (administration's structural territorial subdivisions). The organization carries out the tasks formulated and decisions adopted by the municipality's political body – the municipal council – and implements the municipal territory development and public administration programs prepared by it.
