The organization is a municipal budgetary institution composed of structural units, positions not included in structural units, and branches of the municipal administration – elderships (structural territorial units of the municipal administration). The organization carries out the tasks formulated and the decisions adopted by the municipality's political body – the municipal council – and implements the municipal territorial development and public administration programs it has prepared.
