The organization is a municipal budgetary institution composed of structural units, positions that are not part of structural units, and administration branches – elderships (structural territorial units). The organization carries out the tasks formulated and decisions adopted by the municipality’s political body, the municipal council, and implements development and public administration programs for the municipality’s territory that it has prepared.
