The organization is a municipal budgetary institution composed of structural units, positions not included in structural units, and branches – seniūnijos (structural territorial subdivisions of the municipal administration). The organization implements the tasks and decisions formulated and adopted by the municipality's political structure – the municipal council – and carries out programs it has prepared for the development of the municipality's territory and for public administration.
