A company established by the municipality administers apartment buildings in which no apartment building owners' association has been established or where a joint activity agreement has not been concluded, and, under contracts with apartment building owners' associations and participants in joint activity agreements, provides the following services: conducts periodic inspections in common-use areas, performs continuous monitoring, organizes and carries out ongoing technical maintenance—ensuring the mechanical durability of the building's primary structures (walls, roof, foundations, staircases) and the safe use of engineering equipment. In addition, the company provides sauna services to city residents and operates the city's public toilets.
