The organization is a municipal budgetary institution composed of structural units, positions that are not part of structural units, and the organization's branches – elderships (organizational structural territorial units). The organization carries out the tasks formulated and the decisions adopted by the municipality's political body – the municipal council – and implements the development and public administration programs for the municipality's territory that it has prepared.
