A budgetary institution of Pakruojis District Municipality, which is composed of structural subdivisions, positions not included in structural subdivisions and branches — elderships (the municipality's structural territorial subdivisions). It carries out the tasks formulated and the decisions adopted by the municipality's political body — the municipal council — and implements the programs for the development of the municipality's territory and for public administration that it has prepared.
