Assists Government representatives in exercising the powers and rights conferred on them. The institution functions as administrative and organizational support to Government representatives who oversee how municipalities comply with laws and Government resolutions. The main functions include supervising municipal activities—checking whether municipal decisions conflict with the law; preparing submissions and proposals to the Government or other institutions regarding the improvement of legal acts; collecting and analyzing information about municipal activities; and cooperating with other institutions to ensure compliance with legal acts.
