The organization was established in 2022 by reorganizing a previously operating state institution. From 1 January 2024 the organization assumed the state spatial data infrastructure, including the cadastre of the georeference base, the spatial information portal, the network of global positioning stations and the information systems for topography and engineering infrastructure; it also performs geodetic and cartographic works for the State border of the Republic of Lithuania and compiles and updates state spatial data sets and the spatial dataset of place names. From 1 December 2024 the organization administers the main construction, territorial and land management information systems — among them the system for preparing land management planning documents, the information system for building permits and state construction supervision, the system for preparing and supervising territorial planning documents and the electronic gateways for topography, engineering infrastructure, territorial planning and construction; and from 1 May 2025 it also administers the register of territorial planning documents. The organization performs public administration functions in the construction sector: it certifies construction and territorial planning specialists as well as building energy performance experts, registers calculated prices, organizes legal knowledge training, provides methodological assistance and conducts analysis of urban data. It also oversees and develops the Lithuanian spatial data infrastructure and participates in projects related to the digitization of the construction sector.
